Autoclave problem! what is relation between condensation & penetration? read detail...please...?

In one microbiology book (Textbook of microbiology by P. Chakraborty), in principle of autoclave (sterilization), there is one statement that 1600 ml of steam condenses to 1 ml of water which enhances the penetration.. what is its mean...what is relation of condensation & penetration & microbial killing. The idea of an autoclave (or the kind the textbook is talking about) is that the steam is created at much higher temperatures than ordinary boiling water. When the temperature is increased to say 135 o C, it seems that the micro level dangers cannot survive at that temperature.

Pressure is the key and these devices have to be ruggedly built to withstand the huge pressure they are put under.

I think the 1600 ml/1ml ratio shows how much expansion there has to be in order to assure penetration. It is not a common specification for autoclaves that I could see. Penetration means that every square cm of surface of (say) the glassware needing to be sterilized must be reached and exposed to the steam.
